Is issuing check to pay an invoice considered an expense or accounts payable?

When you pay an invoice with a check, you're paying off what you owe, so it reduces your accounts payable. The expense gets earlier when you receive the invoice, but the check payment just clears that payable. So, the check isn't an expense directly. It's just paying down your payables.

Writing a check to pay an invoice is recorded as a reduction in accounts payable.

There is an expense, but that is recorded when you receive whatever good/service you are paying for. The check will decrease your liabilities (accounts payable).
